Abu Dhabi has stated its ambition plainly: to become an AI-native government, embedding AI across public services rather than bolting it onto existing systems. That ambition now has a regulatory backbone. The Artificial Intelligence and Advanced Technology Council (AIATC), established under Abu Dhabi Law No. 3 of 2024, regulates AI and advanced-technology projects across the emirate — a dedicated oversight body that AI-native and advanced-tech organizations operating in Abu Dhabi need to account for directly.
Entities inside Abu Dhabi Global Market (ADGM) operate under a further layer of complexity: ADGM's own 2021 Data Protection Regulations govern data handling within the free zone, distinct from the federal UAE PDPL that applies everywhere else. For ADGM-based firms building or deploying AI systems, that means AI governance decisions have to be made against ADGM's specific regulatory text, not general UAE guidance.
Add to that the concentration of AI-native organizations already operating in Abu Dhabi's ecosystem — from sovereign investment vehicles to energy and advanced technology firms — and the practical need is the same as it is anywhere AI adoption outpaces governance: people who can build AI capability, and a management system that can prove it's governed.
